
Starting July 1, 2026, the European Union is introducing a major customs reform that fundamentally changes the rules for processing and taxing international postal shipments valued up to 150 euros. At Crazy Cross Stitch, we always strive to make your shopping experience as comfortable as possible, so we have prepared a detailed explanation of the new rules and how they will affect the delivery of your orders.
What exactly is changing?
According to the new EU Council Regulation, the following key changes are taking place for all commercial shipments:
- Abolition of the duty-free limit: Previously, small orders valued up to 150 euros were not subject to duty. Starting July 1, this privilege is completely abolished.
- New fixed duty: A mandatory duty of 3 euros for each separate product code (category) specified in the customs declaration is being introduced for all parcels.
What will the customs clearance cost consist of?
For orders destined for EU countries, the final clearance cost will include the following elements:
- Mandatory duty: A fixed rate of 3 euros for each product category in the parcel.
- VAT: A percentage of the declared value of the order (if the tax was not paid at the time of purchase through the IOSS system). The rate depends on the legislation of the specific destination country.
- Customs processing fee: A fixed amount set by the local postal operator for processing each shipment.
- Logistics fee: An additional fixed amount (applied only if stipulated by the national legislation of the EU country).
How the post office will minimize inconveniences (PDDP system)
How it works: All necessary duties and taxes are calculated and paid in advance during the online processing of the parcel in Ukraine. Thanks to this, the order is delivered directly to the recipient without the need to pay any additional receipts upon receiving it at the post office.
Important: Some EU countries currently have technical limitations and do not accept payments through the PDDP system. For them, the process of collecting VAT, duties, and fees will be carried out according to the standard procedure - directly upon delivery of the parcel to the recipient.

Note regarding countries highlighted in green: The postal operators of these countries have technical limitations and will not be able to accept payments through the PDDP system. The process of processing and collecting VAT, duties, and related fees for them will be carried out according to the standard procedure - on the recipient's side.
Calculation Example (Delivery to Belgium)
Imagine you ordered a parcel from us with a total value of 100 euros, containing 2 product categories (for example, embroidery kits and embroidery floss).
- Scenario 1: VAT paid at the time of purchase (IOSS number available) Customs clearance costs will be: mandatory duty (3 euros × 2 product categories) + 2.00 euros local processing fee = 8.00 euros. This amount is processed and paid in advance. Upon receiving the order in Belgium, the buyer does not pay anything extra.
- Scenario 2: VAT was not paid in advance (shipment without IOSS) In this case, all charges are calculated by local customs and paid directly by the recipient upon parcel delivery. The calculation will be as follows: Belgian VAT (100 euros × 21%) + mandatory duty (3 euros × 2 product categories) + 2.00 euros processing fee = 29.00 euros.
